Because every child in the world can drive somewhere to get something or get some money from a job, or transfer money to a paypal to buy a graphics card. They can totally take apart a computer to put something in it. Ok

I wish I could but my parents don't care about my god damn gaming performance.

The main problem is that people have no idea what the specs are when they buying it, it could be listed but some have no idea what it means. I doubt you will ever be able to play with the shaders, especially if you have Intel GMA and not Intel HD.

Intel Integrated Graphics is simply too weak for shaders. The game will work like before (and maybe even better) if you disable shaders but it's not optimized for shaders because it's weak

• Poor performance on embedded hardware (laptops/intel chips) - I am always open to optimizations but when even a $100 video card is 50x as fast as the best intel graphics chip there is not much I can do.  Slow computers are slow.  You should run in fixed function mode (Shader detail "off").

The problem here is that people who have a laptop or intel chip - and some other people, it's unknown why - even with shadows and shaders on they do not display. Even if your set-up is crappy, people will want to enable them for a moment to take a picture.

chances are you can build a pretty decent desktop for about the same you spent on your laptop

Some people don't know how to build a desktop, or just prefer laptops and the ability to move from a different place or they're on the go most of the time.
