Shaders not doing anything

When ever I put my shaders on they do nothing, do you need to alt between full screen and windowed or something?
I put them on and nothing happens.

Is there some sort of environment special option to turn on the really good lighting?

If you have intel graphics, you can't use shaders. It sucks, I know.
