Low FPS

Since ever V21 came out, I'm getting problems with my fps being too low.
I know it's not add-ons because I got rid of most.
It might be my computer, this computer was good 4 years ago, idk about now.
So what videocard should I be getting or what should I change on my pc?
My specs are:

2048 MB RAM
X2 Dual Core Processor
NVIDIA 8600 GT 512 MB

the only considerable thing I notice is that your video card is 5 years old, and was mid-end at the time
i'd consider upgrading just the video card to anything recent

thing is computer parts are extremely expensive here.
could you recommend me a good video card that doesn't cost way too much?

the 6770 is $200 cheaper (mine was at least..) and runs a bit faster :D

6770 costs $360 here, well just 60 more won't be much of a difference I guess.
