The ban list is surprisingly small and certainly doesn't support your theory, Icy, I can't see any "personal reason" bans at all. Sure, people dislike Ephi but he will very rarely ban people from his service for unreasonable, non rule breaking reasons.

Due to the fact that RTB is hosted on a server(s), I am going to treat this like a normal ban situation. If someone joins my server and decides to give me advice in the most spiteful and harassing way possible, I would probably ban them.
