This problem has been plaguing me for nearly 2 years now. So what happens is my GPU load never goes higher than 30% on most games. Resulting in really low framerate. So right now my framerate could be 3* what it is now. I thought getting a new graphics card would fix it but it didn't do anything. My drivers and chipsets are all up to date I've checked this dozens of times. This is not the problem.

CPU: Intel Dual Core clocked at 3.2 GHz (Model E6700)
RAM: 4 GB
OS: Windows 7 64 Bit
Power Supply: Earthwatts 500w (Model EA500D)
Mainboard: MSI 641M4-F
The fact that my graphics card is only working at 30% it's capacity really holds me back. I will bump this thread as much as I need to to get a solution.
