Any new laptop should be able to run shadows and shaders, however to run them decently you'll have to make sure that the GPU is sufficient (an integrated GPU will 99% likely not be powerful enough).

get a PCI GPU slot+express card adapter+computer monitor then plug the monitor into the GPU while slot in in expresscard slot then realize you need to get a new computer

Depends on a few things.
1) Your computer (is it a laptop or a desktop?)
2) Your budget ($25? $100?)
3) The compatibility of your computer (What kind of PCI slots are available?)

I plan on getting a laptop because I intend on using it for things other than gaming, and my highest price would be about $700 or $800.
