How about they just make a ray-blunderbuss secondary, make the Righteous Bison primary, and remove the Cow Mangler all together? The Righteous Bison can have the stats stated above.

Your new rocket launcher is actually more similar to the bazooka than the mangler IMO. I can easily imagine a train of thought, going:

What if all the mangler did was big charge shots?
Or if it did more charge damage per how long you charge it up?
Hey wait, how about just firing more than one rocket at a time?
