i think it's random except for holy mackerals, which are always level 42 unless you got them from mvm

almost all weapons have a set level, most hats have random levels, miscs have random levels usually, action items set level

some people buy items for more if they're a significant level, such as 69, 100, or 1

there are a few numbers that are supposedly special

0/1- "lowest number" (level 0 is only seen in odd-leveled vintages)
42- meaning of life (except fish cause those are all lvl 42)
69- "haha love loel"
100- highest level (except for stupid-high level botkillers)
