Can you imagine some people outside of religion would consider "hell" in certain contexts profanity?
I can image a principal or district leader to want to avoid even having mild words such as "hell" at the graduation.

The principal is technically breaking the law. It's illegal to prevent an individual from receiving a legal document. That girl can sue if she wanted, or press charges.
