If you have your router login info you can log into it and block its mac adress from the network
The computer is the main computer, as in the router is connected to it, and everything else connects to the wireless. Will the wireless still work for the rest of the computers?

Should be somewhere in your router settings.

open cmd.exe and run shutdown -i and enter the computers name, if that doesn't work I don't really know

This does not work because the user is probably not a SYSTEM account.
(for the people who don't know SYSTEM > Administrator)

Luckily you're using XP, getting SYSTEM is much easier on that.

SYSTEM access is very easy with pstools
