If you're going to smoke marijuana you have to be a loving adult about it and accept that if you get caught you will be prosecuted. Well look. I'm not a farmer or nothing but I know something about Tobacco.
Tobacco is a hell a lot harder to grow than marijuana, thats why we have those farms.
If it becomes all weed than anyone can grow it, now if they made the growth of weed illegal to anyone other than farmers than you'd have it. But also weed is easy to steal, tobacco isn't so easy because you can't just cut a leave and be all happy and stuff, theres a certain way you must prepare it and such.

He's talking about how his area grows tobacco. Marijuana is not as suited to the environment as tobacco but they could in theory grow it. It's a lot harder to grow high quality marijuana than it is tobacco, though.

Tobacco is a hell a lot harder to grow than marijuana, thats why we have those farms.

I'm sorry but that's just flat out incorrect. If you'd like to dispute it I'll explain it but no, it's not.
