Fine the minigun probably fires incredibly small caliber bullets as in like 2mm bullets so Chicago has a higher caliber gun, higher caliber = more damage = better for shattering things.

Chicago has a gun that fires .45 APC and is fairly accurate.
Frank probably has a gun that fires 2mm bullets, otherwise the recoil would remove his hand instantly. There's a reason why miniguns have tripods and stuff.

Also seriously at least 600 rounds per minute forget the minigun this is waaaay better.

4mm will still have silly recoil considering the 6000 RPM (if not then 3000 RPM which is still loving silly)
Besides the minigun's barrels probably reduce accuracy to the point where you maybe hit like twice then break your entire arm.
