the problem is nobody that is experienced enough is putting effort to create something fun and playable.
freebuilds are alright but not many like to dedicate hours in somebody else's server building. DM's these days have degraded into either knife-stuff or half-decently made and structured TDM's.
The only server I find worth going to these days are either dedicated building servers with good builders and management, and Bushido's DM/TDMs since they're the only decent ones.
This problem's been here since Badspot implemented the port-forwarding hosting fix, as people who are new now go host their own server instead of explore. I remember back in V8 there were a lot of good servers, at least more than now, and less servers overall. Most servers had at least one or two people (excluding the host) then.
Its sad seeing this game degrade like this. Don't get me wrong, the game overall improved in many ways. But the ingame community has not shown improvements. Instead, there seems to be a larger gap between the newbies and experienced over these last 10 updates.
There really are only two "solutions" to this; removing non-portforwarded servers from being able to be hosted, or having a larger community effort to educate newbies and get them interested and experienced in things other than RP's. Both methods are highly unlikely to be implemented, though.
