Under the circumstance that no one asked your opinion, and you state it regardless, it is still not a default assertion of your own beliefs. And no. It isn't the same thing.

In this case, person 2 is implying that person 1 should go eat Chinese food instead of Mexican food. Under this circumstance:
- No one asked person 2's opinion
- Person 2 stated his opinion regardless
- Person 2 was asserting his belief that they should go eat Chinese food
This is proof.
