1. This can be avoided with legislature that prevents people from being high in public. The same thing happens with alcohol since public intoxication is illegal. This is not a problem for basically everyone, so this is a good regulation to place.
2. Same thing. There's also the issue that there isn't a significant amount of research that shows a reasonable intake of marijuana has a demonstrably severe impact on reaction times. There is some research that shows there's a long lasting cognitive decline associated with very heavy marijuana usage. Needs more research.

Just because something happens in one scenario doesn't mean the same thing happens in a similar scenario. For decades our youth has been taught that marijuana is bad, if it were to be legalized I'm sure the consumption rate would increase slowly as it becomes more acceptable.
I'm not totally against weed legalization, I just think that particular argument is flawed.
Except this scenario occurred with a very common drug (alcohol) and was observed over a very long time (13 years). The exact same thing will happen.
