Any free programs to make Whirled avatars?

I know of Pencil but seriously Pencil sucks.
I just want to be able to make Whirled avatars without spending $10000000.
Also it has to work on a Mac.
Also I'd rather make said avatars myself if I can.

Anyway, Flash isn't free but you might be able to get a student discount or something.

but yeah i'm 99% sure you can request stuff but if you're not into that then you should use a trial version, most versions have a 30 day trial

any free program that exports a .swf is probably breaking copyright laws (or something similar) on the file format that is intended to only be used in flash
