Is Garry's Mod a game, or a mod?

I'd consider Garry's Mod 10+ a game because you don't have to put it in the sourcemods folder unlike Garry's Mod 9, which I consider a mod.

Well, as I said, they are making it standalone, not requiring a Source game... That's what I understood... I think the current release needs a Source game to function, but the new one won't...
