You by law must pay for a domain registry. You or your host. 99.909% of the time, the user pays. My host pays mine, though. For some reason.

Let me correct myself. Remove the law part. I can't verify that it it is a legal requirement. ICANN, however, does have power to govern pretty much everything on the internet.
