I think they would have done more than most people, I mean if it had a collar or something with details on it (which I'm assuming it didn't as most cats don't) then they should have told the owner, but if they had left it there it would have just been run over again and again until (possibly) being found by the owner and then it would just be buried in the ground anyway.
