Because, I mean, the last thing we want to do is legalize marijuana and completely obsolve the country of any debt causing surplus which boosts the economy and tourism leading to more jobs and lowering the unemployment rate, all while putting money back into US farmer's pockets instead of drug dealers on the street in foreign cartels, also decongesting the prison system and freeing up police resources which helps to lower taxes.
