RTB most definitely tallys the actual acount.

RTB registers the keys that are... registered onto the forums.

you don't need a key to register. or at least you didn't. there's still plenty of accounts that don't have keys tied to them (i have like 8 other accounts that are either banned or just i don't use) and I know of plenty of other people who have accounts without keys tied to 'em.
