If it's reaching your network (we'll assume the responses your router makes isn't a factor, any good router can protect against that), then there's already a problem that software can't fix.

If the packets aren't blocked from a jump before your network then blocking an IP through software is meaningless

He was on my server yesterday, A friend of mine banned him because he said he was a hacker and he kept lagging the server somehow, then after he banned him I think a while later he might of started DDos'ing me, not sure, but I got my internet back anyways.
