So, Every time I try to start a game, It does this.

Tell me why it's doing this, It's happened continuously and it won't start the game at all.

This happened to me after changing my default language.
Resetting steam once after fixed it for me.

I'd like to mention that when ever I open Garry's mod it needs to validate files and that's when ever I shut down or reset my pc. How do I stop this?
