apple changing from os to os is adding a few (im not sure how else to say 200+ features, most of which are either useless or rarley going to be used by the consumer) new features and patching a few bugs
microsoft changing from os to os usually redesigns most of the gui (just look at vista to win7) and actaully has changes that are worth the $119
id choose ~15 rather large improvements that i'll use often over 200 small ones, most of which i'll probably never use.
