Why would my Military Officials, located in the Capitol Building and Military bases, would begin to disappear. I wouldn't call it powergaming, but you make stuff of mine, even people, disappear. Without description, I suppose.

I would.  Enemy soldiers just showing up in the capitol in DEFCON 2 and just kidnapping/assassinating high ranking military officials is powergaming, easily.

No way in hell that breaches could happen with such ease.

Avalonia begins work on a standard army, navy, and air force.

The room in which they are located has 6 men in the center, gagged, tied, and with bags over their heads.  Around them are 7 Guerrillas carrying SIARs.  They remain completely still except for the man in the center with the hostages, threatening to kill each of them.

I really wouldn't give anything to that. If they were Government Officials, they would be in Underground bases planning stuff or in isolated, checkpoints areas like Washington D.T.
