Envision this:
You're driving in a slow-ass truck in downtown Washington D.C., the capitol of a nation under attack.  There is traffic present in the street, including numerous taxis and red lights.  There are likely military units stationed there anyways.  You then hear that a suspicious truck runs the first checkpoint, and military forces within the city have been scrambled.  As the truck tries to navigate through the city, which is now on high alert, military personel start to scramble.  By the time it takes to get the truck to the center of the city, the tanks and chopper would've already been there.

Can you get any more stupid?

A truck heads toward the White House from within the city, then, presuming that no one really has any business near the White House because no one can really get in unless they are military personnel, the streets would likely be mostly clear, giving the trucks more than enough space and time to get up to at least 60+ MPH.  How do you stop three semi-trucks going 60MPH heading straight for you, regardless of whether you think it's suspicious or not.

Adding to that, your average attack helicopter takes 30+ minutes to fuel up, start up, and take off.  If the trucks only ran one checkpoint, then why the forget would the chopper have been in the air 30 minutes before hand.  It's not like the frontlines are that close to the capital that you can send in chopper support from that loving distance.

*You're assuming these.  If anything, military patrols might, and by a small chance, might be there.

1.  They're called tunnels.   We Aribissians are pretty good at building them.  That, and sewers aren't patrolled by military personnel 24/7 last I checked
2. Semi-trucks are illegal?
3. Regardless, it still takes a while for weapon systems check, rotor and engine checks, for the rotors to spin up, for the helicopter to take off, then reach its destination.
