1)  You have no schematics to build them from.
2)  The PSSR left you with a crippled economy.
3)  Due to the above two, it would take years, not 6 months or less, to construct and install a defense network.

However, you are not restricted from purchasing schematics or defenses from another country who is willing to sell (if you can afford them, of course)

The going rate for SM-II technology is expensive, and Svernian-Iceochian officials are reluctant to sell them to a country so recently involved in terrorism.

I would've not attacked Syriiak to get the forget out of my country to stop attempting to forget it up, if Miko did something. What, was I going to allow them to keep doing terrorist attacks? 1)  It was yours before the Soviets stole it.  So no, you don't have any now that they stole it.  Jesus Christ get some logic.
2)  After the Soviet occupation, you were sending out aggressive words such as "expect a rebellion" and were setting off bombs in Syriakian airports before Syriak did anything.  He responded to YOUR attacks.  He was just sitting off your shores not doing anything (which btw I think is a pointless waste of money on his part)

The area was protected. It really could not be found. The purpose was that the USC can retrieve it in a bad situation, or destroy it if enemies have their hands on it.

So basically they couldn't have found it without really trying super, duper hard, and checking every nook and cranny of the world.
