Click that wrench tool and click delete

There's probably an entry in your 'Uninstall a program' menu. I would hesitate to call it a virus, it's most likely just a crapware toolbar that got installed alongside another program. Software developers do this a lot to earn money, usually allowing you the option to decline the toolbar install. That must not have been the case with this one.

Or it could be bundled spyware in the form of a browser toolbar

It's definitely a virus.  The intent of it is for the user to share info through all of the items listed in it -- Facebook, Skype, Amazon, Youtube, etc.

You're basing this on what, exactly?

Uh, the image?  Seriously, do you believe that an uninstallable toolbar which tries to exploit all of the mainstream networking sites used today is just some lower end company's attempt to get people to start using a new toolbar system?

I had this yesterday, I uninstalled it and it worked for me

I've had similar toolbars install with other software before. About a month ago I had a toolbar install with cheat engine. Trying to disable it within Chrome did nothing because the toolbar had its own program files folder. Trying to uninstall an extension won't touch software's installed files because they exist outside the Chrome directory. All I had to do was uninstall the program and it was completely gone. I have Malwarebytes and I made sure to scan, and nothing was detected.

These toolbar developers make money from jamming ads into the toolbar, hence the "clean up your PC" link, and the search bar, which is likely an ad ridden search engine. If they put some semi-useful links into the toolbar like Facebook and Skype, computer illiterate people are more likely to keep the toolbar. They have no interest in revolutionizing the toolbar industry, it's just easy money.

Bu all means, OP should scan his computer, but I'm not so quick to cry virus at everything that happens to a PC.
