i typically get to sleep at around 2:00 am because im not even remotely tired until then
this results in me waking up at 1:00 pm and my mom getting mad at me

I nap right when I get home, sleep until like 8 or 10 then sleep again at 2am

 i hatehatehatehate taking naps though :c

This is great advice, naps can make a huge difference.

Don't think of night time as "bed time" but just as the continuation of the day and you are just taking naps every now and then.

normally i sleep from 2 - 11 or 10, today it was 2:00 - 1:00

I go to sleep around 1:00 - 2:00
Then I usually wake up at 7:00

I would get up perfectly

but my alarm clock "does not work"

so anyone know how i can get back on schedule? my parents want me up by 9:00 or earlier
ive tried staying up all night to be tired the next night but i always fall asleep in the morning

Stay up to a certain time then go to sleep.

Go to school, that usually wakes you up.
