OGG's are supported I know, I'm not sure if that's the only filetype, or if the file just needs to be mono

WAV and mono OGG files are the only kind of audio Blockland supports. You can download both of them, yes.

One last question...

Is downloading an audio file the same process as downloading a text file

If you're downloading it using TCPObjects, yes.
