Hi,

I was trying to voice chat with a friend on google chat, Play Blockland, and record it on fraps.

Unfourtunatly the videos I recorded sound like i'm talking to myself, the guys voice isn't there.

You have to make sure that you're friends voice is coming out externally, and that fraps is recording external sounds.

So in other words, turn up your speakers so that you're friend can be heard clearly (not through headphones), and make sure that fraps is recording sound through a mic.
