V21 eliminated terrain and interiors, and so maps are gone.  You can download maps still, though, but you cannot play on them with V21.

Downgrading, as far as I know, would take more work than it's worth to be able to play on maps all by yourself.

*sigh* well i hope they bring maps back which i hardly doubt :/ because i remember trying the demo in 2009 and it was so fun and when i buy it i get some things but its ok its still a fun game i just miss the maps :c but its ok :)
