Re-install blockland and tick the dedicated server option when going through the process.
That's a terribly unconventional way to do it.
Here is how, take the Blockland shortcut on your desktop and make a copy of it.
Right click on the copied one and hit properties.
Go to the very end of the target field and add a space, then type "-dedicated".
Hit Ok and then run the shortcut you modified, you should rename it too for your own convenience.
