I'm working on a build, but when I turn on a light, I am told that I can only have 100 lights/emitters? What pref controls the light / emitter quota?

No reason to. Kalphiter has no restrictions set. I have FTP to all of the files, and eval.

The you should be able to increase it yourself.

I don't have Kalph's server, so I'm not quite sure how you access it, but to edit your preferences for a normal server without using the Blockland program, follow this path:

C:\Users\Owner\Documents\Blockland\config\server\prefs.cs

My documents folder is in the mycomputer folder, so wherever you have your docs folder, go there.  Maybe the config folder will have a file to change the Kalph server.

$Pref::Server::Quota::Environment = "####";, I'm pretty sure that's lights, because I compared the settings in the Blockland program to pref.cs, and lights/emitters was set to 5000 in Blockland, and the environment quota was the only one set to 5000 in pref.cs.

Hope you figure it out from there.
