Maine, bro. I don't know about the marijuana system there, but the police are not intrusive at all where I live. Maine has beautiful foliage in the fall, and it has some of the most quaint little "New England" towns there are. There are so many places on the water in Maine, and there's stuff to do all year. In the winter you can ski in Maine or hop over to Vermont where some of the best New England skiing is, it's only a few hours' drive, and it's well worth it.
I'd move there just to meet my idol, Stephen King

I've met him before, he's a loving cool guy, and it's cool being able to see the places he bases his writing off of.

Pennsylvania is a decent mix of villes, boroughs, cities, and a town.

We have all the weather and a large variety of jobs to do.

Also, this place is beautiful sometimes.

I love this godforsaken idiot filled hellhole because it's just beautiful and there are just so many things to find and explore.

Bipolar climate and loose marijuana status?  Northern California.  If you don't care too much about weed, Maryland/Delaware/Virginia area.

I wont be moving until I'm about 21 anyways, because I still do want to live my college years with my friends in Ireland.

California and Colorado seem like decent places so far, but I still have about 6 or 7 years to decide.
What's Ireland like, besides cold and green? Sorry if I sound a bit arrogant or anything, I just hardly ever hear anything about it. I kind of want to at least visit Europe after I finish college. A lot of my family has roots there, plus all my favorite bands are British. Among other reasons.

Also holy stuff 6 or 7 years? You must really hate that place.

forget that stuff, we have a giant granite mountain with people and horses carved into it. does maine have a giant granite mountain? no, they have clam chowder and patriots.

Up north is your best choice. Snow is rare in some places down south.

Maine has easy access to Canada, which has a lot of cool stuff in it, too.
