obviously they still shouldn't be easy to obtain, because yes, they're horrible.
I think the point is that they're so horrible that they shouldn't be possible to obtain at all.
If you legalise something and make it impossible to get ahold of, it's still effectively banned.
With the much harder drugs, I would prefer that smaller percentages of the population (criminals) can get ahold of them, rather than legalising it and letting the entire population get ahold of it.
And if you legalise it but put it under prescription and those sorts of things, then people will still deal it illegally.
The cartels won't give up just because they hear that America now provides drugs to the few sick people. They're not the people who were going to buy their stuff anyway.

They don't force them into existence. They just create a niche for them. But that niche comes about from the existence of drugs in the first place, not from the drugs being illegal.
If say, drugs were never illegalised, then you'd still get cartels that violently try to provide their product. Only you'd call them a dodgy business.
