I'm pretty sure he IP-banned Okiver because Okiver was doing ILLEGAL things.
They got concrete evidence of him launching DDoS attacks, putting up EXE downloads that would allow him to take over your computer and USE IT in DDoS attacks, and buying alts with stolen credit card information.
