That's not entirely fair to rate a server, especially a progressively changing one, without spending multiple days on it. Next time, do this;
Make an off topic, same criteria, spend 2 days on each server, take a few pics, get admin lists if you can and point out any. Significant changes to the 'norm' that is a city RPG, once you've collected data neatly compile it all into one neat topic, include a poll "best server?"
List pros, list cons, list pictures within each city's sub-topic.
Simple.
Speaking from experience as a veteran city admin, everyday isn't the best day, but that doesn't make it the worst either (except for when you hit 'clear all' by accident and nobody has a save, then your forgeted). I've had days as an admin where the smallest thing blew me up and I would ban for "adix ur a noob! :("... And then on a good day I don't even let "AdinX, you are a belligerent fool of a monday and I hope to see you lynched." bother me.
Days change as well as people. Keep that in mind.
Also, extra bropoints if you include a newsfeed for city servers and make it an official city discussion thread
