Sometimes it is unfounded, as in the example of a previous member who was just silly or annoying. In other cases its fair to have a drama on them, particularly if they were very troublesome or broke major rules or have been banned many times before. They might have paid the $20 for a new account, but that shouldn't give them full right to return. Especially if permanentely banned. They might be able to return if they pay a fee, but that doesn't necesarilly mean we have to condone their presence, and it definitely doesn't mean we shouldn't keep a track of their actions.
A convicted criminal might have been imprisoned and "reformed" but that doesn't mean I'll be comfortable with him back in our neighbourhood.
