The new versions of Internet Explorer are fine. Anybody who tells you otherwise is hopelessly stuck in the past. I like Chrome and its feature set but if you like IE there is no reason to switch.

Sames ads are popping up because of cookies, as someone's already pointed out. It's nothing to worry about and it happens to me in Chrome.

Even though ads are a source of income for websites (and partnered youtube channels), i use adblocker (in chrome, not saying you should switch, though i personally would like to recommend it) and i don't see any returning ads for that matter.
I am sure i would have some silly ads otherwise.

Browsing without ads is fun, but i sometimes switch off adblocker to support youtube channels a bit.
