I see a lot of flaws in his build I will just name a few:
1.)-He has no trees on his island, so how can he have wooden boats? He doesn't even have a wood mill.
2.)-Are those poles cannons? he doesn't even have a foundry to make cannons.
3.)-He does not even have a proper island witch would be habitable.

Unless someone makes a grand list of rules set in stone about every possible option you are allowed to take in mini-empire games, everyone is going to do their own thing and pull explanations from their asses.

1.) He chopped the trees down to make the boats
2.) Maybe they're inside those big blue balls or on the ships
3.) This is blockland, nothing is habitable because it isn't real

Only way to avoid stupid stuff is to play mini empires on a private server of smart people. Certain users (myself included) occasionally host large, advanced mini empires, and protect it via password to keep out people the OP mentioned.

Except I do more dwarf empires because it pisses me off when someone claims their "battleship" has 500 cannons and is only the length of 4 men. Bitch please, I make ships with 64 cannons and it's longer than 32 studs, not counting the 6 stud long protruding iron pole I use just to keep them at a distance.

If you don't want a stuffty excuse for a mini empires server, you'd need an admin, or admins to heavily moderate the server and make sure that no one just duplicates death stars all over their island. And chances of finding someone willing to put that much effort into it is so low that its probably not worth looking for.

They can still all end up Afk leaving you vulnerable.
In which case I always leave a bare patch of land with a small military tower nearby, and if 'noobs' attack I just click the top of the tower; grass was a hatch, opens up, huge ICBM (inter-continental ballistic missile) shows off in its silo, click tower again, missile fires with sounds and FX, then just RP from there...

Unless strictly speaking its medieval on medieval. Then I recommend looking into a little something called Greek fire.
Set up a few trebuchets along your coast (not like they NEED to be in storage), unless you can use 15th century weapons, which means cannons. Then your gonna wanna make simple mortars, and for a list of possible projectiles, then you can always check wikipedia.
