Internet access is screwing up

Okay, so for the past half hour or so, my internet connection has been wavering on and off, but now it's doing something incredibly strange.
My computer says i'm connected, and when it's trying to connect to any website, it says that the website "took too long to respond."
But for some reason, I can still chat through steam. What is going on? I have no idea what to do and it's going on and off pretty rapidly.

ISP is probably doing stuff. If it persists for over a day or two then I would start getting inquisitive.

Edit: Or you're getting spied on because of all that snuff CP.
