Download Blender 2.49b with preinstalled Python and DTS Exporter (Download, extract, run and export. Simple as that.)

You could bypass that, Although that could have consequences of it's own.

All the more reason to use the link I provided. It has Python packed in, no need to install it separately.

Then Google a guide to installing add-ons on 2.49b. The exporter add-on link is in the general help thread.
