I tried to figure out how to do map rotating, it would work in anything else, but I can't really disable creeper spawns.

Anyone could host a default creeper server.
You should come up with some sort of spacey/bio-labby build that doesn't need an exterior and would fit in with the "creeper breakout" theme.
