Mercury is much too close to the sun and too hot and small to terraform, so people live in the classic space domes.

There was a secret space program that hid everything from everyone. They then flew away, and when countries found humans living on these planets, they feared rebels from religious freeks and many people wanting to go there, costing lots of fuel and money.
