search "mute" > check "Search in topic subjects only" > limit "Choose a board to search in, or search all" to Add-ons and RTB Listings > find stuff

i'm not sure hao2chrome with it, but for firefox you use greasemonkey or scriptish

you'll have to manually modify it to determine where it blocks the users (whole forum, or certain topics), plus add the users yourself
