Nonono Not 3 TB hard drive, I mean a "SATA 3" 1 TB hard drive.
ah. then it'll go down to $80 for a 7200 rpm tb hard drive. still need a lot more for the other stuff. i recommend going into the lower-mid end of the video card section to make up for this.

Optical drives are like $20 and are all practically the same lol. Yes, he needs one. But I don't need to point at one in particular and say "Get this one".

I pick parts based more on rating usually. There are better deals out there, but why run the risk? Most items get lower ratings because of the manufacturers not testing their products and shipping defective products. So I only pick parts that have higher than average rating from reviews. Though, I do balance it with price to a reasonable extent.

No Blu-ray drive. 6GB of ram is preferred.
I believe I have a nice 400-450 watt power supply in my comp already. Not sure how much that will help.

Lemme revise a bit then. Your old power supply won't be enough for this build, however you could reuse the case to cut that off the price.

Edit: 6GB sets of memory are the same price as the 8GB I suggested. Just stick with it lol.

the 450 watt is plenty enough for this build. if falcon northwest can run a gtx 680 with a 500 w supply he can run a 7770 with a 450w lol

Alright, revised the partlist. The main downside is that you're using a refurbished Hard Drive, which is a bit of a gamble but they tend to work alright. You'll want to replace it when you can afford a modern one.

You will want a modern power supply for this build. 450 may be just enough to run, but you won't be able to upgrade and if it happens to not be enough, it can severely damage your parts.

Hurm. 8GB of DDR2 or DDR3?
I believe my current tower is a mid tower. Not sure about the exact size. Also that would require me stripping out everything inside it wouldn't it? Ouch.

The main focus is the quad core amd processor, and the ati graphics card, and the OS. Also I checked and a windows 8 CD is $70.

Definitely way too low for security, at least 450W or so should be good. Your new computer will probably only use around 350 but you need room just in case, its a bit of guess work really.

I do believe I have solved my problems with it. c; I will come to a resolution on the system I want then post it on here to be looked over.

Alright, I'll be standing by to give my two cents in the meantime. My final advice when picking is to choose what you NEED plus a little more. This is so you have room to grow as software becomes more demanding. Spending money on the best processor and graphics card is superfluous and most gamers only do it for bragging rights. I know you are on a budget anyway so this is a good thing.

Also remember that in the future you can tweak your build if you want. As long as you have a solid motherboard and a good PSU, you have room to switch when the time comes. Nothing is forever.
