My Admin Controls Manager does NOT work.

I open the game up and I activate Server_AdminControls in my addons tab. When the server opens up, the button is not in the Admin menu where it should be. I've tried removing and re-downloading the add-on. I've removed and re-installed my RTB, but nothing seems to work. It's upsetting.

Admin Controls Manager is for controlling which commands your admins can use. It does not add a button to the Admin GUI.

You use the prefs. Maybe you need to actually pay more attention, because it tells you that in the description of the add-on.

Open your options GUI. Go to the Controls tab. Scroll down until you find the RTB category, where there will be a keybind called "Server Prefs" or something like that. Set that keybind and then use that to access the prefs.

Either that, or you go to the admin menu and click the Server Settings (or Server Control. Hell, I forgot) button and go to the preferences tab.

I open the admin menu. The green "Server Control" button is not there. I try to open it through preferences and that doesn't work either. The main problem is I can't get it to open.
