I looked on a old profile and saw the BLID was -1.
Did it get deactivated or something?

If I'm correct, I think it means they registered before you had to link your key with your account.

To further elaborate, these accounts are all inactive. Some will be old users, some banned users, some alt accounts, or people who never followed through with buying the game or activating their account.
