Step 1: Take a ruler.



Step 2: Open computer.



Step 3: Measure your CPU and GPU.



Step 4: Relax, as you now know which one is the smaller one and therefore the bottleneck.

that's like +$70
i'll replace the psu with something better because it doesn't leave much room for upgrades, but i'm sure the wd blue is fine and he can add more ram later
